This Order contains 98 Articles. Its purpose is to:

  1. prevent and combat trafficking in persons, especially women and children;
  2. protect, support and assist the victims of this trafficking, by upholding their fundamental rights;
  3. punishing traffickers for any trafficking offense;
  4. facilitate cooperation between States Parties to the United Nations Convention against Transnational Organized Crime and its Additional Protocol to prevent, repress and punish the trafficking of persons, especially women and children.

“Trafficking in persons” is defined as “Any operation or action that aims to recruit, transport, transfer, shelter or accommodate persons by the threat of recourse to or the use of force or other forms of restraint, such as kidnapping, fraud, deception, abuse of authority or situation of vulnerability or by offering or accepting payment of benefits to obtain the consent of one person with authority over another for the purpose of exploitation.”
